NHS England’s Gambling Harms Treatment VCSE Grant Fund represents a significant step forward in the transition to an integrated and evidence-based gambling harms treatment system under the new statutory levy. The purpose of this fund is to ensure the continued accessibility and development of VCSE sector provision for individuals experiencing gambling harms, whilst Integrated Care Boards implement longer term commissioning arrangements from April 2027. The grant fund is open to all voluntary, community and social enterprise organisations looking to provide services supporting the gambling harms treatment pathway in 2026-27.

Summary

In April 2025, the new statutory levy on gambling operators came into effect, for the first time providing industry-independent, sustainable funding to support system-wide improvements in the research, prevention and treatment of gambling-related harms across Great Britain.  

The gambling levy will raise approximately £100 million per year and will and will be distributed across the three workstreams, with 20% allocated to UK Research and Innovation (UKRI) and the Gambling Commission to lead on research, 30% allocated the Office for Health Improvement and Disparities (OHID) to lead on prevention in England alongside Scottish and Welsh Governments, and 50% allocated to NHS England and appropriate bodies in Scotland and Wales to commission treatment. 

NHS England, as the treatment commissioner in England under the statutory levy system, aims to improve access to effective, integrated, evidence-based treatment services for those experiencing gambling-related harms. NHS England will be responsible for the commissioning of the full treatment pathway, from referral and triage through to aftercare, inclusive of both NHS and VCSE sector provision, from 1st April 2026.

Following a transition period, it is NHS England’s intention that Integrated Care Boards will commission the full gambling harms treatment pathway within each region, in line with the NHS Operating Model, from 1st April 2027. The shift to NHS and VCSE gambling harms treatment and support services having a shared commissioner will allow for greater integration and data sharing, positively impacting patient care.

The VCSE sector has played and will continue to play an important role in driving change for those harmed by gambling and ensuring that the growing number of people coming forward for support are given the help they need. As such, we are keen to harness the existing system knowledge and expertise to support the design and delivery of services in 2026/27 and beyond.

The Gambling Harms Treatment VCSE Grant Fund, developed by NHS England and administered by the Government Grants Managed Service (GGMS), will provide up to £20million to VCSE organisations in 2026-27 to fund the delivery of treatment and support services in England. This will ensure that those affected by gambling-related harms can continue to access VCSE sector services during 2026-27, whilst Integrated Care Boards look to implement longer-term commissioning arrangements for April 2027. 

The fund will be delivered across two main strands:  

  1. Core Treatment Delivery Fund: focused on the provision of treatment and support services for those harmed by gambling, from the point of referral and triage through to aftercare and recovery support. Projects funded through this strand should evidence intervention need and effectiveness through their application, and facilitate a safe and smooth transition to future commissioning arrangements, ensuring the continued accessibility of VCSE provision. 

  2. Innovation Fund: focused on new, adapted or emerging treatment and support interventions. Projects funded through this strand should include plans for evaluation/impact analysis in their application to contribute to the evidence-base and support longer term policy decisions. 

Projects focused on the delivery of gambling harms prevention activities up to the point of referral into treatment services are out of scope and are not eligible for funding through this scheme. Applications for such activities should instead be submitted to OHID’s ‘Gambling Harms Prevention: Voluntary, Community and Social Enterprise (VCSE) Grant Fund’ (this fund closes on 06/02/2026 at midday).

Applications from consortiums are welcome. However:

  • An organisation can only be the lead applicant for one application. They are permitted to be a non-lead partner in multiple consortium bids.

  • Entities with legally distinct subsidiaries may be eligible to apply separately, provided each subsidiary meets the established eligibility criteria.

NHS England will be implementing proportionate monitoring requirements and support for successful applicants to the fund for the duration of all projects’ delivery in 2026-27.

Eligibility

Organisations will need to demonstrate that they:

  • Fall into the defined category of a VCSE (voluntary, community and social enterprise) organisation. 

    A VCSE organisation refers to an entity that operates within the voluntary and community sector, distinct from the public sector (government) and private sector (business). These organisations are typically: 

  1. Non-profit: They do not aim to generate profit for owners or shareholders. 

  2. Mission-driven: Their primary purpose is to achieve social, environmental, or community goals rather than financial gain.   

    For due diligence, the charity register will be referred to when identifying applying organisations. 

  • ​​​​That their activities related to this grant will only be delivered in England (either locally, regionally or nationally). Funding must be used only for activity delivered in England.​​ 

  • Are able to fully mobilise the service within Q1​ (April ​to June)​​ of 2026-27 and deliver all outputs by 31st March 2027 

  • Will be in adherence with the Declaration of Interest Policy developed by statutory levy system commissioners from 1st April 2026 (this is available within the Supporting Documents section) 

  • Have been registered and operating in the voluntary and community sector for at least one year at the point of the scheme opening for applications (3rd February).

In addition to the above eligibility criteria, it should be noted that NHS England will expect applicants to:

  • Provide evidence of intervention need and effectiveness within their target population group(s) and/or localities 

  • Demonstrate how they will meaningfully engage and/or involve lived experience in their project

  • Commit to the collection and reporting of appropriate data to demonstrate project delivery and impact, and willingness to participate in evaluation 

  • Work collaboratively with all system partners to optimise service accessibility and patient outcomes

  • Openly share learning with NHS England and other partners, including Integrated Care Boards and OHID, throughout the funded period 

  • Demonstrate how the funding will be utilised over the course of the project, ensuring value for money

Out of Scope:

  • Projects delivering prevention activities up to the point of referral into treatment

  • Projects delivered outside of England

  • Research projects (excluding proportionate evaluation of funded grant activity)

Objectives

The key objectives of the Gambling Harms Treatment VCSE Grant Fund are to:

  1. Ensure those harmed by gambling can continue to access VCSE-led treatment services

  2. Facilitate a safe and smooth transition to future commissioning arrangements, harnessing existing system knowledge and expertise

  3. Support innovation and learning across the gambling harms treatment system

Applicants will be expected to demonstrate how their planned activity delivers against these objectives.

Dates

Please note that the following dates are indicative.

  • 3rd  February (midday): Application window opens 

  • 20th February (midday): Application window closes

  • 3rd - 13th February: Clarification period for questions in relation to the grant scheme (sent through to ggms.gamharmtreat@cabinetoffice.gov.uk)

  • Late February - March: Assessment of applications 

  • Late March: Notification of grant awards to successful applicants and issuing of Grant Funding Agreements

31st March 2027: Date by which funding must be spent and projects delivered
