Summary

HMPPS is conducting a market questionnaire to understand if there are suppliers who would be interested in delivering Offender Engagement in the Arts Grant.

The Purpose of the Grant

 The purpose of the grant is for activities around offenders’ art, planning, organising and curating art exhibitions within prison establishments, immigration removal centres and the Youth Custody Service, involving and engaging offenders in custody in the art, as part of HMPPS’ objectives of rehabilitation.

Aims and objectives of the Funded Activities

The Grant is available for activities to promote prisoner participation in the Arts.

 Funded Activities  

 The Grant Recipient will be expected to engage with all prisons in England and  Wales, with Immigration Removal Centres and with the Youth Custody Service . 

   The Funded Activities of this Grant are:   

  ·         To increase offender engagement in a range of art activities, so as to support their            learning, personal and social development, health and wellbeing and resettlement.  

·         To plan, organise and curate a high-profile annual establishments-wide arts competition for art works completed by offenders, working in partnership with key stakeholders. The Grant Recipient should run the annual prisons-wide competition once in each funding year (three competitions in total).  

·         Winners are to be rewarded, and a selection of work is to be displayed for public viewing.  

·         To raise the profile of the benefits of the arts to offender rehabilitation.  

·         Carry out evaluation of delivery, impact and outcomes.

Dates

The Market Engagement Questionnaire (PQQ_483), shall be available in the Jaggaer portal from 10:00hrs on Monday 12 May 2025.The closing deadline is 17:00hrs on Monday 26 May 2025.Late submissions shall not be accepted. Once your Market Engagement Questionnaire is completed and submitted via the Jaggaer portal, it will be reviewed and as instructed previously you will be invited to a 1:1 Market Engagement session. To note, invitations will be sent as soon as possible after the PQQ closing date.
